Proposed By-Law Amendments for 2015

The Credentials Committee proposes the following amendments to our by-laws. These two amendments continue to address the changes within our association as we move forward. As in previous years, the Credentials Committee also makes sure that IACAC adheres to guiding principles of the National Association for College Admission Counseling (NACAC), and adherence to the Statement of Principles of Good Practice.

These proposals will be presented at the Annual Membership Meeting on Thursday, April 30, 2015. The meeting begins at 8:30 a.m. Voting cards and ballots will be available in registration packets on Wednesday and on Thursday until the meeting begins. Voting members who cannot attend Conference may request a proxy ballot.

I would like to thank the members of the Credentials Committee who have given of their time and expertise in working with the following updates and changes to provide for the by-laws that will continue to allow future leadership and members to adapt to the changes and growth within the association.

 

Article 1. Membership

Section 1. Voting Membership
A. Individuals:

New Language:

  1. Persons who were employed at a voting member institution or organization during the current year or immediately preceding membership year who are no longer employed by any member or member-eligible institution.

Rationale:

We are voting to create a new individual Membership category. This new category would allow members in transition to maintain IACAC voting membership for the rest of the current calendar year and one additional year or until they are eligible under another membership category. The Credentials Committee feels that IACAC should allow current, active members in transition, to remain with IACAC.

C. Organizations:

Old Language:

  1. Any organization, agency, or institution which is not-for-profit, maintains an educational facility in the State of Illinois, and provides postsecondary counseling, admission and financial aid services.

New Language:

  1. Any organization, agency, or institution which is not-for-profit, maintains an educational facility in the State of Illinois, and provides postsecondary counseling, admission and financial aid services at the state or local level.
  2. Any organization, agency, or institution, which is not-for-profit, maintains an educational facility in the State of Illinois, and provides postsecondary counseling, admission and financial aid services at a multi-state, national or international level.

Rationale:
We are voting to separate Part C into 2 categories. Under current membership categories, all organizations fall under one of two categories, voting or non-voting. This means small, community based organizations providing a sustained college access program are in the same category as the large, national, corporate sponsored organizations with the same dues requirements and membership criteria. The Credentials Committee feels that because these smaller organizations have different missions, staffing and funding levels, they should be counted as a separate member category.
